SAILING INSTRUCTIONS

 

1. RULES

The regatta will be governed by the Racing Rules of Sailing (2005-2008), the prescriptions of U.S. Sailing, the ISSA Procedural Rules as modified by the PCISA, the rules of the CFJ Class, the Notice of Race and by these sailing instructions, all of which supplement and modify the former.  All boats must have current registration.  Class rules requiring CFJ class membership shall not apply.  All boats must use PCISA issued sails and be entered in a round robin rotation.

 

2. NOTICES TO COMPETITORS

Notices to competitors will be posted on the official notice board located on the lower deck of the Santa Barbara Yacht Club facing the harbor.

 

3. CHANGES TO SAILING INSTRUCTIONS

Any change in the sailing instructions will be posted before 0945 hours on the day it will take effect, except that any change in the schedule of races will be posted by 1800 hours on the day before it will take effect.

 

4. SIGNALS MADE ASHORE

Signals made ashore will be displayed from the yacht club upper deck.

Code flag ‘AP’, Answering Pennant, displayed over code flag ‘H’, with two sound signals means “The race is postponed- DO NOT LEAVE THE BEACH.”  The time of the Warning Signal will be posted before the ‘AP’ is lowered (with one sound signal).

 

5. ENTRY

All entry forms must be received by Monday March 13th at 1700 hours.  Exceptions are at the discretion of PCISA.  Entries may be sent to the Race Director at SBYC, 130 Harbor Way , Santa Barbara CA 93109 .  An entry fee of $110 per team shall be paid prior to the competitors meeting.  Checks should be made to “UC Regents.”

 

6. COMPETITORS MEETING

A MANDATORY competitor’s meeting will be held on Saturday, March 17th, 2007 at 1000 hours on the beach adjacent to the Santa Barbara launch ramp.

 

7. SCHEDULE

8. RACING AREA

The racing area will be either adjacent to Stearns Wharf on the east side of the Santa Barbara Harbor channel or adjacent to the break wall on the west side of the Santa Barbara Harbor Channel.  The race committees will set up in either area depending on weather conditions.

 

9. ROTATION OF BOATS

Boats will be rotated between races.  During rotation or postponement, boats shall be beached in the area designated by orange cones.  Teams that fail to use this area or cause damage during rotation may be penalized as described in RRS 44.3(c) for each race in that set at the discretion of the race committee.  This is a twenty percent penalty for each race.

 

10. MARKS

Turning mark s for the Gold fleet will be 2.5 foot yellow inflatable tetrahedrons.  Turning mark s for the Silver fleet will be 1.5 foot round orange buoys.

 

11. START/FINISH LINE

The Start/Finish line will be between an orange flag on the Race Committee boat and an orange ball at the leeward end.  Races will be started in accordance with RRS Appendix Q- Sound-Signal Starting System.

 

12. THE COURSE

Courses will be hailed verbally from the committee boat.  Failure to hear this hail shall not be grounds for redress.  For courses 3 and 4, the leeward mark will be the pin end of the start line and the finish will be at the windward mark .  Courses will be:

 

1          Modified Windward Leeward

2          Modified Triangle

3          Windward Leeward, finishing upwind

4          Triangle, finishing upwind

 

13. TIME LIMIT

No races will be started after 1530 hours on Sunday.  If a yacht in last place is delaying the next start, the Race Committee may assign that yacht points equal to her position in the race and give further instructions.  A team that does not comply with these instructions shall not receive redress if they miss the subsequent start.

 

14. PENALTY SYSTEM

The 720 degree turns penalty, RRS 44.2 is in effect. 

 

15. PROTESTS & REQUESTS FOR REDRESS

Protests and requests for redress shall meet all ISSA and PCISA requirements for hails and filing.  Both protests and redress requests shall be written on forms available at the notice board at the Santa Barbara Yacht Club and must be filed with the scoring table before leaving the beach for the sailors’ next rotation.  For the last rotation of the day, protests and redress requests must be filed within 30 minutes of returning to the beach or dock.  Protestors are encouraged to bring the protested sailor and any witnesses to SBYC with them upon filing as protests may be heard between rotations.

 

16. RADIO COMMUNICATION

The Race Committee will monitor VHF channel 68.  Spectator boats are asked to monitor this channel for safety instructions.

 

17. SCORING

The regatta will be scored in accordance with ISSA and PCISA Procedural Rules.

 

18. BREAKDOWNS

Breakdowns will be assessed in accordance with ISSA and PCISA Procedural Rules.

 

19. HARBOR DREDGE

All Gaucho Regatta participants and observers shall stay clear of the harbor dredge at all times.  Any violation of this may result in immediate disqualification from the regatta.

 

20. PRIZES

Trophies will be awarded as soon as possible after the last race at the Santa Barbara Yacht Club.

 

21. DISCLAIMER OF LIABILITY

Participants in this event compete entirely at their own risk. See Rule 4, Decision to Race.  The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
