2007 Centennial Regatta

Sailing Instructions

 

1          RULES

This series will be governed by the 2005-2008 Racing Rules of Sailing, the prescriptions of US Sailing, (except as any of these are altered by these sailing instructions), and by these Sailing Instructions. 

 

2          ENTRIES AND ELIGIBILITY

2.1       Participants will be invited based on the 2006 Centennial Regatta Qualification Guidelines, (Available at the club).

 

2.2       The 2007 participants are:

2.3       Substitutions of skippers may only be made in accordance with the Deed of Gift, which is available at the SBYC Race Office upon request.  In addition, the Sail Policy Committee prescribes that a replacement should be chosen from the regular fleet of the absent skipper.

 

3          NOTICES TO COMPETITORS

3.1       Notices to competitors will be posted on the official notice board located on the SBYC lower deck.

 

3.2       A skippers meeting will be held at 1100 hours the day of the regatta at the SB Sailing Center dock.

 

4          CHANGES IN SAILING INSTRUCTIONS

Any change in the sailing instructions will be posted before 1030 hours on the day it will take effect.

 

5             SIGNALS MADE ASHORE

Signals made ashore will be displayed from the Santa Barbara Yacht Club yardarm.

 

6          SCHEDULE OF RACES

The first warning will be at 1200 hours.  The number of races will be equal to the number of participants in a round robin format.

 

7          BOAT ROTATIONS

Boat rotations will be made using the race committee boat.  Teams will rotate up through the boat numbers.  Each team’s first boat will be determined by alphabetical order of last names.

 

8          RACING AREA

The racing area starting line will be approximately .5 n. miles southwest of the entrance to Santa Barbara Harbor.  Racing will take place in the Pacific Ocean off Santa Barbara.

 

9          THE COURSE

Courses will be modified windward-leewards, with all marks rounded to port.  The start-finish line will not be restricted.

 

10        MARKS

Marks will be yellow inflatable buoys.

 

11        THE START

11.1    Races will be started using RRS 26 with the warning given 5 minutes before the start.  A red shape will take the place of the class flag.

 

11.2    The start will be between an orange flag on the race committee boat and an orange ball at the pin.

 

12        OVER EARLIES

            Over-early yachts will be notified by displaying code flag ‘X’ from the committee boat with one sound.  The committee may attempt to hail the sail numbers of boats that are over early verbally.  Failure to hear the hail shall not be grounds for redress.  It is the responsibility of each yacht to start correctly.

 

13        THE FINISH

The finish will be between an orange flag on the committee boat and the orange ball at the pin.

 

14        CREW

Each qualified skipper is responsible for providing one member of his or her regular racing crew.  The skipper and crew shall rotate together.  A substitute may be made only with the approval of the other competitors, and shall be announced at the skipper’s meeting.

 

 

15        STANDARD EQUIPMENT

The boats shall be sailed using only the equipment provided at the beginning of the regatta.  Exceptions may be made only with the approval of the race committee. 

 

16        ALTERNATIVE PENALTY

Rule 44.2 (Two Turns Penalty) is modified such that only one turn, including one tack and one gybe, is required.

 

17        PROTESTS

17.1    Protests shall be lodged on US Sailing standard forms available in the SBYC hallway, and must be delivered to the Race Committee within one hour of the protesting boat’s finish time.

 

17.2    Protests involving an infringement of a rule of Part 2 of the Racing Rules of Sailing will be subject to non-binding arbitration in accordance with SBYC Protest Arbitration Guidelines.

 

17.3    The protest committee will hear protests in the approximate order of receipt as soon as practical.

 

18        SCORING

The low point scoring system of Appendix A will apply, except that each boat’s total score shall be the sum of her scores for all races.  A minimum of three races must be held in order to constitute a series.  If a series is not complete the regatta will be resailed at a later date.

 

19        BREAKDOWNS

19.1    If there is an equipment that was unforeseeable by the crew and prevents

            a boat from completing a race, the Race Committee may decide to resail

            the race or award redress equal to the team’s average finish in the other

races. 

 

19.2    If a breakdown cannot be repaired on the water the Race Committee may   

replace the boat or award redress equal to the average finish in other races of each team that subsequently rotates into the broken boat.

           

20        PRIZES

            Trophies will be awarded to all finishers.  The Centennial Trophy will be awarded to the top finisher.

 

21        DISCLAIMER OF LIABILITY

Participants in this event compete entirely at their own risk. See Rule 4, Decision to Race.  The organizing authority will not accept any liability for material damage or personal injury sustained in conjunction with or prior to, during, or after the regatta.
