Holiday Regatta

Santa Barbara Yacht Club

December 3-4, 2005

 

1. RULES

The Race will be governed by the rules as defined in the current The Racing Rules of Sailing;  the prescriptions of US Sailing; the rules of the PHRF Fleet and rules of the applicable one design classes (except as any of these are altered by these sailing instructions); and by these Sailing Instructions.

 

2. ENTRIES

2.1       Eligible boats may enter by completing an entry form available in the main hallway of SBYC and returning it to the front desk before 1000 hours on Saturday December 3, 2005.  Entries for the Holiday Regatta will also constitute entries for the SBYC Championship Series.  Early entries will be accepted, late entries will not!

 

2.2       All yachts competing in PHRF classes shall have a valid 2005 PHRF certificate on file at the Santa Barbara Yacht Club to be eligible for the regatta.

 

2.3       All one-design entries shall be a member in good standing with their respective one-design class.

 

3. NOTICES TO COMPETITORS

Notices to competitors will be posted on the official notice board located on the lower deck of Santa Barbara Yacht Club.

 

4. SKIPPER’S MEETING

A skipper’s meeting will be held on Saturday, December 3rd at 1030 hours on the upper deck of the Santa Barbara Yacht Club.

 

5. CHANGES IN SAILING INSTRUCTIONS

5.1       Any change in the sailing instructions will be posted before 1100 hours on the day it will take effect, except that any change in the schedule of races will be posted by 1800 hours the day before it will take effect.

 

5.2              Any changes to the Sailing Instructions made on the water may be hailed to each boat when code flag ‘Lima’ is displayed by the Race Committee boat.

 

6. SIGNALS MADE ASHORE

Signals made ashore will be displayed from the Santa Yacht Club yardarm located on the upper deck of the clubhouse.

 

7. SCHEDULE OF RACES

Each class shall have two races on Saturday, December 3rd and two races on Sunday December 4th.  If less than two races are held on Saturday, a maximum of three races may be held on Sunday.

 

7.2              The scheduled time for the warning signal for the first race shall be 1230 hours each day.

 

7.3              The warning signal for the second race for each class shall be made as soon as practical after completion of the first race. 

 

8. CLASS FLAGS

            Class flags will be:

            PHRF C                       Green flag with a white ‘C’

            J-24                             Brown flag with a white ‘J’

            J-105                           Purple flag with a white ‘D’

 

9. RACING AREA

9.1       The racing area will be approximately .75 nautical miles southwest of the Santa Barbara Yacht Club.

 

9.2              The area defined by a line commencing at the shore of Ledbetter Beach and connecting each contiguous City of Santa Barbara swim buoy is classified as an obstruction in accordance with the racing rules.  If a boat passes inside the imaginary buoy line, they are to exit immediately and retire from the race.

 

10. THE COURSE

10.1     The diagrams in attachment ‘A’ show the courses, the order in which marks are to be passed, and the side on which each mark is to be left.

 

10.2          The course number will be displayed on placards on the race committee boat.

 

10.3          No later than the preparatory signal, the race committee will display the course to be sailed.  This modifies RRS 27.1.

 

11. MARKS

11.1     Mark 1 will be an orange tetrahedron.  Marks 2 and 3 will be yellow tetrahedrons.

 

11.2          The starting/finishing marks shall be an orange tetrahedron at the port end and a Race Committee boat at the starboard end.

 

12. THE START

12.1     Races will be started by using RRS 26 with the warning signal given 5 minutes before the starting signal.

 

12.2          The starting line will be between an orange tetrahedron mark on the port end and the staff displaying an orange flag located on the Race Committee boat on the starboard end.

 

12.3          The Starting and Finishing line shall only be crossed when starting or finishing or when necessary to correct a starting or finishing error.

 

12.4          The race committee will attempt to hail on course side yachts on channel 71.  Failure to hail or failure to hear hail shall not be grounds for redress.  It is the yacht’s sole responsibility to start correctly.

 

12.5          Boats whose warning signal has not been made shall stay clear of the starting area.

 

12.6          A boat starting later than 5 minutes after her starting signal will be scored Did Not Start.  This changes rule A4.1.

 

13. CHANGE OF POSITION OF THE NEXT MARK

13.1     To change the position of the next mark, the race committee will move the original mark (or the finishing line) to a new position.  The change will be signaled before the leading boat has begun the leg, although the mark may not yet be in the new position.  Any mark to be rounded after rounding the moved mark may be relocated without further signaling to maintain the course configuration.

 

14. THE FINISH

The finish line will be between an orange tetrahedron and the staff displaying an orange flag on the race committee boat.

 

15. TIME LIMITS

15.1     The time limit for each race shall be 2.5 hours.  If no boat has finished within the time limit, the race shall be abandoned.

 

15.2          Boats failing to finish within 45 minutes after the first boat sails the course and finishes shall be scored Did Not Finish.  This changes RRS 35 and A4.1.

 

PROTESTS AND REQUESTS FOR REDRESS

15.1          Protest forms are available in the main hallway of the Santa Barbara Yacht Club.  Protests shall be delivered to the main office, the SBYC Race Director or Regatta Chairman within the protest time limit.

 

15.2          The protest time limit is 60 minutes after the race committee boat has returned to the dock.

 

15.3          All protests involving Part 2 Rules are subject to non-binding arbitration using the Santa Barbara Yacht Club Arbitration guidelines.  Boats accepting an arbitrated penalty will be assessed a 40% penalty with scores of .5 or above rounded to the next whole number.  Two boats may have the same points for a given race.

 

16. SCORING

16.1     The low-point scoring system of Appendix A, will apply.  One race must be completed to constitute a series.  If less than 4 races are completed, the series score shall be the score for all races held.

 

16.2          For SBYC Championship scoring, all races shall be counted and throw outs will be as stated in the Championship Directive.

 

17. PRIZES

17.1     Prizes will be awarded to the top finishers in each class after sailing on September 19th. 

 

17.2     The number of prizes awarded will be dependent on the number of competitors in each class.
